Dragons fullback Will Talbot-Davies and Wales U20 international will make his third tournament appearance after debuting in Dubai in December alongside Cameron Lewis and Phil Jones.
Billy McBryde returns to the squad having made a good impression in his appearances last season. Meanwhile, Morgan Williams will be hoping to have an equally strong impact in Sydney after last years exploits.
The presence of captain Luke Treharne, Adam Thomas, Owen Jenkins and Wales' top try-scorer Luke Morgan will provide significant experience to the team. Speedster Lloyd Lewis will be looking for an opportunity to shine on his return from injury, and Brisbane native Joe Jenkins will continue to stake his claim along with his teammates for a place in April's Commonwealth Games on the Gold Coast.
Wales have been drawn in Pool C this weekend, starting against France on Friday morning at 07:44 GMT, followed by Argentina (04:47) and Kenya (07:36) on Saturday.
